This site is maintained and deployed using Webby, a decent website management system written in Ruby. I wouldn’t recommend it for non-hackers, but it’s got some niftiness to it.
I do my edits using TextMate, which is clever enough to allow language grammars to be embedded in each other, meaning I can have proper syntax highlighting for both Textile and ERB. Gotta love it.
I store the source code for the site in Git.
I adapted the template from one I found at the Open Source Web Design repository. (I may not be a designer, but I know where to find some.)
